We get it backwards. Jesus sent the disciples to new towns to find the hub of existing community - the house or person of peace. Then let the Lord be expressed in the context of that existing community.
Paul followed that same model.
Let church arise from community, rather than start a church and hope that community arises. Trust me - it works! The former model seldom does, however.
